原标题：我国流失顶尖人才数居世界首位

本报北京6月5日电（记者盛若蔚）“我国流失的顶尖人才数量居世界首位，其中科学和工程领域滞留率平均达87％。”近日，中央人才工作协调小组办公室负责人在接受本报采访时指出，当前国际人才竞争越发激烈，必须以更加灵活的政策和机制积极参与竞争。

据了解，新中国成立60多年来，特别是改革开放30多年来，我国已经从人才资源相对匮乏的国家发展成为第一人力资源大国，拥有庞大的人才资源存量。到2010年底，我国人才资源总量已达1.2亿人。随着我国高等教育事业迅猛持续发展，高等教育毛入学率提高到30％，主要劳动人口中受过高等教育的比例已经达到12.5％。中科院对涉及生物与生化、计算机、物理、农业、数学、化学六大领域1907名全球顶尖科技创新人才进行筛选分析，发现全球顶尖科技创新人才当前任职比例的国家排名中，我国在物理、数学和计算机领域具有领先优势，物理、数学位居第九，计算机位居第八。从一定程度上说，我们迈向人才强国已经有了比较好的基础。

但是，我国流失的顶尖人才数量居世界首位，其中科学和工程领域滞留率平均达87％。这位负责人强调，我国人才队伍的规模、结构和素质等与世界先进国家和经济社会发展需要相比，还有很多不适应的地方，特别是高层次创新型人才匮乏，人才创新创业能力不强，人才结构和布局不尽合理，人才发展体制机制障碍尚未消除，人才资源开发投入不足，“这些都需要我们在实施人才强国战略中予以重视并加以解决”。

据介绍，当前“人才战争”硝烟渐起，许多发达国家通过改革移民政策，加大人才吸引或留置力度，一些发展中国家也不甘示弱，纷纷加入全球人才竞争行列。近些年来，我国在“千人计划”的引领下，已有近百万留学生回流，其中高层次人才两万多名。“我们要保持这一势头，必须以更加灵活的政策和机制积极参与国际人才竞争。”这位负责人说。

【专家观点】

发达国家延揽人才力度愈加强化


刘旭涛（国家行政学院领导人员考试测评研究中心副主任、教授）：当今世界的竞争，说到底是人才的竞争。发达国家虽尚未走出金融危机的阴霾，但对人才特别是顶尖人才的延揽不仅没有放松，反而愈加强化吸引力度。这对正在转型升级中的中国来说，是一个强烈的信号：必须以更大的决心和诚意，出台更有力的政策举措，吸引广大出国留学人员回国或为国服务。

中国顶尖人才大量流失的原因是多方面的，很多人滞留海外是因为国外的科研等条件更为优越，更容易做出成果。这就启示国内有关部门在制定相关引才政策时，必须更加突出“以人为本”，为人才创新创业培育土壤。目前，“千人计划”已经初见成效，“万人计划”开局良好。下一步，相信随着更加灵活的政策和机制的不断出台，顶尖人才有望加快回流，我们在国际人才竞争格局中将会占据越来越有利的位置。

幻灯片上有介绍。
首期初步定11月举办。但考虑签证等时间，可能9月分之前，就要确定名单了。
希望每年办一次，但是要看经费情况。
这个班如果10-15人计算的话，每人各自支付3万元国际旅费和食宿费以外，我们还需要另外争取35-50万的资金来完成这个活动！我让EFIPAS基金会寻求美国相关公司来帮助。首届正在落实中，应该比较顺利。

学习班是好，可是我们去不了，因为我们医院没钱，上级领导是否多发点学习材料，让我们学习学习呀？好知道点外面的世界-院感的新知识，以提高自己的业务水平，嘿嘿！

需要什么条件才能参加这个学习班？？？

认真学习了课件内容，计划很充实的，特别是加强了实践的培训和多读文献资料，这一点非常重要。目前国内许多感控工作人员对借助文献来学习提高自己，这一点的认识还有不足之处，学习专业文献，贵在坚持。也许开始读国外感控文献，困难是很大，但读多了，也就容易多了。在这个培训班引进Q&A的教学方法，很有创意，这使学员们能更好地学习掌握所培训的知识。
另外国内感控人员的英语阅读能力一直是个问题，如何提高大家的英语阅读能力？这个问题很重要，但没找到解决问题的根本途径，这应该是SIFIC的一大难题，我一直在探索如何解决这一问题，但始终没有找到好的解决方案。靠把一篇文献 ，一本本专著译成中文，这不是解决问题的好办法，而要告诉大家如何正确地阅读英语原文，只有这样，才能使我们的感控学科有大的发展。
